March 23rd - Auckland Port Strike – Update

We are now nearing the end of the 4th week of industrial action at the Ports of Auckland. We appreciate that the recent weeks have been a very difficult and challenging time for all those involved in the supply chain. There have been numerous changes to discharge ports and arrival dates, many at short notice. This has resulted in various contingency plans and costs being implemented by the shipping lines. We will continue to keep you updated of this information on a vessel and / or shipping line basis, as soon as the information comes to hand.

As a result of a Judicial Settlement Conference this week, the Ports of Auckland and the Maritime Union agreed to return to mediation. In conjunction with this, Ports of Auckland have also agreed to delay the process of contracting out to stevedoring companies for a period of 4 weeks.

On Thursday 22nd March, the Maritime Union workers were issued an official two week notice of an indefinite lockout by Ports of Auckland management.

Talks between the Ports of Auckland and the Maritime Union are scheduled to resume today. It is expected that the Ports of Auckland will make a decision on when Union members could return to work after this discussion.

There is an ongoing presence of members of the Maritime Union at the wharf, and this is expected to continue throughout the strike action. Ports of Auckland made the decision to close the Fergusson Road Office and R&D operations at Fergusson Terminal early on Thursday 22nd March, to avoid possible tensions, but we understand that normal business hours have now resumed.

There continues to be significant pressure on rail resources in the North Island as a result of the additional volumes currently moving. Ports of Tauranga have implemented several measures in order to facilitate the movement of containers and reduce delivery times in Auckland, and are doing all possible to clear a significant backlog caused by the volume.

There have been continuing delays at the Bledisloe and Multi-Cargo truck grids at the Ports of Auckland. Carriers have experienced waiting times of over 6 hours at times, and as a result many will be concentrating on wharves that are lesser affected by the industrial action.

The Maritime Union have advised the Ports of Auckland that they will be extending the current strike to a total six weeks. A summary of dates as follows:

CONTINGENCY PLANS & COSTS
The shipping lines have various contingency plans in place for vessels arriving during this period, and in most circumstances, are applying charges to cover their additional onforwarding and handling costs.

Where more than one contingency alternative is offered by a shipping line, your Mondiale Representative will contact you on a case by case basis with costs and options, in order to ascertain your requirements.

Should you require a container to be terminated at the Port of Discharge in order that you can make your own onforwarding and delivery arrangements, please let us know as soon as possible.

Any additional fees applied by the shipping lines will be on charged at cost for FCLs. Likewise, for LCL / Groupage cargo, an appropriate 'per wm' rate will be calculated and on charged in accordance with our outlay.

We will endeavour to ensure that all charges are included on your original invoice, but in some cases a supplementary invoice will need to be raised, where we are advised of additional costs after the fact. We appreciate your understanding in such circumstances, as unfortunately this is outside of our control.

We will do all we can to ensure that Groupage containers move on the quickest service available to us, and we are working with our unpack depots to arrange for all LCL cargo to become available as soon as possible.

Arrival dates and discharge ports are extremely fluid, and will often differ for the same vessel by shipping line and / or customer specification (where there is more than one onforwarding option available), but we will endeavour to keep you updated of the latest arrival information at all times.

SUMMARY OF VESSEL CONTINGENCY PLANS & COSTS TO DATE

ANL – ANL has announced that it will implement a NZ Strike Surcharge of USD110.00 per 20’ & USD220.00 per 40’ effective 1st April 2012. This surcharge will apply to all containers moving from the USA and Canada to New Zealand.

ANL Benalla V1205 – Omitted Auckland and discharged in Tauranga. ATA Tauranga 03/03/12.
ANL Benalla V1207 – Vessel will omit Auckland and call Tauranga – ETA 25/03/12. Contingency plans differ by shipping line as follows:

ANL Benalla V1207 (ANL) - Containers will be terminated in Tauranga, unless we instruct them to onforward to Metroport – COST USD125.00 per 20’ & NZD250.00 per 40’. We have contacted affected customers to make necessary arrangements.

ANL Benalla V1207 (MSC) - Containers will be terminated in Tauranga, unless we instruct them to onforward to Metroport – COST NZD150.00 per 20’ & NZD300.00 per 40’. We have contacted affected customers to make necessary arrangements.

ANL Binburra V260 – ATA Auckland 27/02/12 0801 AM at Multi Cargo Wharves.

ANL Birrong V271S – Scheduled to call Auckland 26/03/12, but will discharge Auckland Imports only. MSC will arrange for Export cargo to be railed to Tauranga for export.

ANL Pescara V269 – Vessel was scheduled to call Auckland on 11/03/12, but have been advised by ANL NZ that it will be omitting NZ on this voyage. All cargo bound for Auckland will discharge in Tauranga on the northbound leg which is scheduled to arrive at Tauranga on 26/03/12.

Bahia Castillo V202N - Omitting Auckland & calling Tauranga, Auckland Import containers will railed to Metroport.
Bahia Grande V205S – Omitting Auckland & calling Tauranga, ATA Tauranga 28/02/12.

Bahia V208S – Scheduled to call Auckland 20/03/12 but omitted and called Tauranga ATA 20/03/12. Auckland containers to be railed to Metroport ETA 21st – 23rd March. Additional charges yet to be confirmed.

Cap Manuel V202S (Cosco) – Have advised no coastal onforwarding option available due to space restrictions. All containers will be railed to POAL Wiri Facility ETA 19th – 24th March. Containers must be customs cleared for Wellington in order for them to move.  COST: NZD655.00 per 20’ & NZD955.00 per 40’ + GST (applies for 25 tonne gross weight or less – NZD75.00 + GST surcharge applies to containers over this weight). LCL – NZD20.00 per wm.

Cap Manuel V202S (Hapag Lloyd) – All Auckland containers terminated in Wellington. No onforwarding options have been offered. We have contacted all affected customers to make alternative arrangements.

CSAV Ranquil V014 – Originally expected to divert, the Auckland call was reinstated – ATA 12/03/12. However as a result of the delay in berthing, not all Auckland containers discharged in Auckland, some remained on board for discharge in Tauranga as per the below.

CSAV Ranquil V014 (MOL) - Any containers that did not discharge in Auckland, will discharge in Tauranga ATA 19/03/12, for rail to Metroport, ETA 20th – 23rd March. At this stage MOL have advised that no additional surcharge will apply.

CSAV Ranquil V014 (Hapag Lloyd) - Any containers that did not discharge in Auckland, will discharge in Tauranga ATA 19/03/12, for rail to Metroport, ETA 20th – 23rd March. At this stage Hapag Lloyd have advised that no additional surcharge will apply.

CSAV Ranquil V014 (PIL) - Any containers that did not discharge in Auckland, will discharge in Tauranga ATA 19/03/12, for rail to Metroport, ETA 20th – 23rd March. PIL will apply a surcharge of NZD100.00 per 20’ & NZD150.00 per 40’ container.

Hanza Salzburg V062 - Called Auckland, working at Multi-Cargo Wharf. ATA 11/03/12.

Irenes Remedy 224W – Called Auckland, worked at Fergusson, ATA 01/03/12. We understand from Maersk that although operations were delayed in Tauranga, all cargo was loaded and discharged in both Auckland and Tauranga as planned.

Itajai Express V268 – Called Auckland ATA 04/03/12 6.37AM & worked at Multi Cargo Wharves.
JPO Scorpius V270S – Called Auckland ATA 19/03/12 & worked at Multi Cargo Wharves.

Kota Permasan V75 – Was scheduled to call Fergusson Terminal Auckland on Sunday 26/02/12, but was diverted to Tauranga – ATA 0755 27/02/12. Auckland Import containers railed to Metroport.

NOTE: As this diversion was made just prior to arrival Auckland, we were not aware of these costs prior to invoicing. Some of the lines have advised of the cost 2 – 3 days after arrival. As a result, we have raised additional invoices in most cases. For FCLs, we will oncharge at cost. For LCL cargo, an appropriate rate has been calculated by shipping line & charged in accordance with our cost.

Kota Permasan V75 (OOCL) - Implemented a Auckland Terminal Disruption Surcharge NZD110.00 per 20’ & NZD150.00 per 40’ for Auckland container on this vessel and any further containers affected by the industrial action.

Maersk – Have introduced an Auckland Strike Surcharge of USD80.00 per 20’ & USD160.00 per 40’, effective from 02/03/12. This will be applicable to all containers with receipt / delivery at Ports of Auckland or Metroport for any vessel affected by a strike action, until further notice. LCL recovery will be levied at USD3.50 per wm.

Maersk Aberdeen V1205 – Vessel called Auckland as scheduled. ATA Auckland 29/02/12. Maersk have also advised that as a result of the industrial action in Wellington causing a four day delay to operating the vessel at CentrePort, the Maersk Aberdeen will omit calls at Lyttelton and Nelson in order to maintain her schedule. Import cargo for Lyttelton and Nelson has been discharged at Wellington and will connect to Maersk Radford V1205/1206.

Maersk Batur V204 - Was scheduled to arrive Auckland 08/03/12 but omitted and called Tauranga ATA 09/03/12. Auckland containers will be railed to Metroport – ETA 10th-12th March.

Rudolf Schepers V012 *REVISED* The Rudolf Schepers was originally due to omit Auckland and divert to Wellington arriving 11/03/12. We were advised 09/03/12 that due to congestion in Wellington, there was no labour available to work the vessel upon arrival, and therefore vessel omitted Auckland & Wellington and proceeded directly to Lyttelton Port from Brisbane ATA Lyttelton 11/03/12.  Onforwarding arrangements & costs differ by shipping line, summary below for your reference:
