Brown Marmorated Stink Bug (BMSB) Season 2020|21 : USA to NZ
New Zealand MPI has provisionally finalised the Import Health Standard for VMP (Vehicles, Machinery and Parts) from the United States. The regulation defines high risk goods for the 2020|2021 season to once again include Vehicles, Machinery and Vehicle|Machinery parts.
However, this year some NEW Vehicle|Machinery|Parts will be excluded from mandatory fumigation requirement at origin if the USA shipper is able to provide a signed declaration on their letterhead that goods meet the exclusion criteria as below:
EXCLUDED FROM BMSB MANAGEMENT PROVIDING THEY ARE :
STORED INDOORS ONLY FROM MANUFACTURE THROUGH TO EXPORT
EXPORTED IN A FULLY ENCLOSED CONTAINER – FAK / FCL
MUST BE BRAND NEW
These commodities will be :
- New Machinery (non-driveable)
- New Jet Skis and sea scooters
- New small vehicle types (ATV, Motorcycles, Golf Karts, GoKarts, Side by Side Racers, Snow Mobiles, Quad Bikes, Tricycles)
- New Tyres
- New Vehicles and Machinery Parts
There are separate Manufacturer Declaration forms for each different commodity group, MPI sample formats for shippers to complete are available on request.
Below commodities are also exempt from mandatory fumigation requirement at origin, and will not require Manufacturer Declaration from shipper:
- Home or Office Electronics or appliances
- Medical, Laboratory, Pharmaceutical or Xray Imagining Machinery
- Indoor Cooling or Heating Units
- Indoor Industrial Machines for food production
- Indoor Textile and Tool Cutting Machines
- Handheld Garden Machinery and Power Tools
- Indoor Robotic Machinery
LCL Cargo process
For the 2020|2021 BMSB Season, USA LCL cargo will only be charged if cargo is high-risk, and not covered by Manufacturer’s Declaration for exclusion. Cost will be applied as below:
BMSB Surcharge US$ 30.00 per w/m (Minimum US$ 100 per shipment)
A completed BMSB Declaration form (copy attached) will be required for all LCL shipments; and a Manufacturer Declaration will be required for all LCL shipments moving under this criteria. All LCL shipments will be placed on hold pending correct paperwork.
Mondiale will contact customers for BMSB Season 2020/2021 LCL forms to be completed within the next week and as we get bookings, and will clarify both commodity and shipper requirements with you at that stage.
FCL Cargo process
All FCL shipments will require completed BMSB declaration, and we will request shipment by shipment to confirm commodity, exclusion criteria and fumigation requirements.
FCL Fumigation costs will be assessed at the time of shipment, based on available Treatment Providers and once requirements are determined.
